THE CLIENT |
The State of Tennessee and Davidson County Clerk's Office. The Child Support Services Division of the State of Tennessee is responsible for the location of non-custodial parents for the purpose of establishing paternity, establishing and enforcing child support orders, securing and enforcing health insurance coverage and the collection and distribution of child support payments. |

| THE CHALLENGE |
The Tennessee General Assembly enacted legislation ordering a centralized collection unit for the collection and disbursement of court ordered child support payments that met certain criteria. This was to fulfill a federal act requiring all states to centralize their processing. The Tennessee Department of Human Services needed to implement centralized collections in order to comply with the legislation. The State of Tennessee asked Computer Image along with Andersen Consulting to develop a child support collection system to track child support payments across the state. Additionally, they were asked as a first priority, to develop a prototype for Davidson County that could be used as a model for all counties in the state of Tennessee. |

| THE SOLUTION |
Over a period of months, the team developed a multi-user application for the Davidson County Clerk’s office to interact with the state’s mainframe system known as TCSCS. This allowed users to gather demographic and payment data from several disparate systems, generate reports back to individual offices for modifications to the data, develop routines to catch duplicate cases across the state, and then upload this data into TCSCS. CI IT wrote the payment collection software application which IT consultants took to every county in the state to collect electronic and written data for centralization. |

The social and financial ramifications of this technology solution are far reaching. Millions of dollars that might have remained uncollected due to inadequate record keeping are now being collected and disseminated quickly and efficiently. Sanctions, such as garnishments and professional license suspension, are more easily levied with a more robust monitoring system. The end result is a much greater percentage of court ordered child support payments is collected and distributed for the care of thousands of Tennessee children. |
